Worked for Charles Brand Ltd. On civil engineering works on the following sites;

  • Sydenham Pumping Station - excavation of cofferdams and the placing of large diameter pipelines
  • Phase 1 West Link - pipelines, sub-base and ducts.
  • Portavogie Harbour Extension - bulk excavations.
  • North Breakwater at Bangor Marina - placing fill and rock armour.

Stephen was also directly involved in each of the above contracts as the prime plant operator in all cases – responsible for driving all grades of excavator from 2.5T to 95T, articulated dumptucks to 35T and Crawler Cranes to 40T. Stephen has also been using a range of excavator-mounted attachments in the above contracts including vibrating piling hammers, compactors, beam extensions, impact piling hammers, rockhammers and concrete pulverisers. Most recently the company has purchased a number of Long Reach machines in the range of 40T to 95T with reach capability up to 25m. Each of these machines has been fitted with electronic machine-control capability and Stephen has been the instigator of these systems and in particular with the introduction of a 3D GPS system (Prolec PCX-3D) installed on the CAT 395LCR (95T Long Reach) initially used on the Inishman contract off the coast of Galway. This system aided the accurate dredging of over 40,000m3 from the Harbour Basin and Approach Channel and for the construction of the breakwaters including cutting out a rock toe trench underwater for the foundation of the precast concrete X Blocks – these 10T units have also been placed to a coordinate system both below and above water – with the coordinate-positioning of the Units allied to a quick-release system meaning that all these works could be carried out without the use of diving teams. The success of this technology has resulted in three further PCX-3D GPS systems on a CAT385, Hitachi ZX650 Long Reach (25m) and a CAT345 as the company continues to maximise efficiency in specialist plant operation.

Previous Work Experience

1987/1989
Joined Charles Brand Ltd and worked as a Site Engineer and Diving Engineer on the Bangor Seafront Development Phases II and III. Responsibilities included the setting out, planning, site records and monthly valuations.

1989/1991
Transferred to Kier Ltd and worked for 13 months as a Design and Planning Engineer in the civil engineering projects office in Bedfordshire. Responsibilities included design calculations for piling and pre-cast pre-stressed concrete deck units for a 3.3km approach jetty over water, launch profiles for offshore pulls and various sheet piled cofferdam application.

1992/2002
Employed by McLaughlin & Harvey initially as a Contracts Manager with responsibilities including Term Contract work in the ports of Larne, Warrenpoint, Cairnryan and Stranraer.

Since 1993 the main responsibilities included estimating on a variety of civil engineering tenders, including successful contract awards for drainage schemes, bridge replacement and bridge strengthening works. Other successful awards were rock armoured sea defence works, concrete and gunite repairs and sheet piled quay walls

Between 1995 and 1996 involved on the estimates for and contract management of the reconstruction of two major contracts in the port of Cairnryan. Berth No. 1 was reconstructed comprising a new sheet pile wall, pilecap and fendering system whilst maintaining the existing P&O Ro-Ro ferry service. This was followed by the construction of a new quay and berthing facility at Berth No. 2 in Cairnryan for the new P&O Jetliner Service.


Appointed as the Civil Engineering Manager for McLaughlin & Harvey in March 1999. During the period from 1999 to 2001 the annual turnover for the company in civil engineering rose from £2.5 million to £6.0 million for year ending 2001. As Civil Engineering Manager main responsibilities included the estimating, contract management and valuations for a number of major civil engineering schemes. These schemes included:

  • Glenarm Harbour Improvements (£3.0m)
  • Sea Defences for Translink (£0.9m)
  • Glenarm Sewer Improvements (£0.7m)
  • A number of footbridge and rail bridge replacements (total £1.5m)
  • Term Maintenance Contracts with Translink and Larne Harbour.

Philip was responsible for the implementation of company health & safety management systems with Ashleigh Contracts attaining accreditation under the Safe-T-Cert in April 2006, with a successful Audit after 12 months in April 2007 and attainment of Grade C.

Philip undertook the role of EMS Leader in conjunction with the STEM Project in the implementation of an Environmental Management System with Ashleigh Contracts attaining accreditation to BS8555 Phase 3 in December 2007.
